In 2021, we successfully completed an RD study for the Ministry of Defence of the Republic of Slovenia (Si MoD) on ways of developing smart and energy-efficient deployable camps for both defence and civilian purposes (so-called dual use).

The study sought to find solutions for the specific needs of the Si MoD, Slovenian Armed Forces (SAF) and the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief (ACPDR). The study presented proposals for development measures and a plan for a 10-year development strategy, to take into account the development capacities and capabilities of Slovenian stakeholders. Furthermore, the study highlighted international cooperation opportunities in defence programmes.

The study is designed as a strategic document that enables the client to understand the technologies, trends and development capabilities of Slovenian partners, facilitating decision-making and providing guidance in domestic and international activities.

The conducted study, backed up by the outstanding results of TECES’ international activities and the Slovenian Energy and Environment Partnership in Defence (SI-EnE), is making possible smart energy-efficient and energy-independent deployable camps – one of the strategic areas of international cooperation between the Si MoD, SI-EnE and Slovenian partners, under the auspices of TECES.

About the study

The R&D feasibility study on ways of developing smart deployable infrastructure capacities (Smart Energy Efficient Camps – SmartEEC) was conducted on the basis of a public procurement contract of the Ministry of Defence of the Republic of Slovenia (Si MoD) No. 430-231/2020-13. TECES was selected as the contractor member, to carry out the study in cooperation with other subcontractors who are also members of our partnerships: Civil Engineering Institute of Slovenia, Faculty of Mechanical Engineering at the University of Ljubljana (LAHDE in KES) and Faculty of Electrical Engineering and Computer Science at the University of Maribor.

The aim of the study was to provide solutions for the specific needs and requirements of the client, and in particular to review international potential for the development of smart energy-efficient camps for both civil and defence use (dual-use).

The study’s design is that of a strategic document, to enable the client to better understand technologies and trends. It provides clarity for decision-makers to help them make their decisions and to guide domestic and international activities in a more reliable way.

The results of the study are applicable for both defence (deployment of armed forces, police forces, etc.) and civil (protection) purposes (protection and rescue, displaced persons, natural and other disasters, etc.). The study provides solutions that are applicable in the Slovenian context, as well as in the context of Slovenia’s cooperation with other EU and NATO members, in the process of “greening” the defence sector.

Content of the study

The aim of the study was to analyse the state of the art and global trends in the key area of energy-efficient camps and to prepare a 10-year development strategy, taking into account the development capacities and capabilities of Slovenian stakeholders. The study provides proposals for development measures and includes a plan for the sequential development and introduction of products, based on the availability of breakthrough technologies, and the state of development and technological maturity of products in the Slovenian defence and civil industries.

Development potential of the SmartEEC study

The study’s greatest development potential is represented by its missions for SmartEEC’s key development orientations, with proposals for thematic areas to steer product development over the next 10 years. Although the missions were prepared in the context of the needs and requirements of the defence sector, the integration of civilian solutions for defence purposes has proven to be essential for the successful realisation of SmartEEC objectives.

There are no companies or research organisations in Slovenia that research and develop solutions exclusively for the needs of the Si MoD and the Slovenian Armed Forces. It is therefore necessary to maximise the potential of civilian stakeholders and involve them in defence programmes, as well as promoting the development of products for both civil and defence purposes (dual use).

In this respect, we see the missions listed below as areas where new and advanced technological solutions, processes and services could be developed, both in the context of specific defence needs and more general (civilian) needs.

  • Master mission: Smart energy-efficient camps;
  • Smart planning and campsite management;
  • Green energy production, conversion and storage;
  • Electric microgrids;
  • Heating, cooling, air-conditioning and ventilation technology;
  • Waste and water management;
  • Nearly-zero-energy sustainable and deployable smart buildings;
  • Buildings’ interior environment (ambient);
  • Logistics (in preparation) and
  • Cyber security (in preapration).

      • Camp as a whole: Energy generation and conversion with no (or minimal) greenhouse gas emissions or toxic pollutants, chemical, electrical and electrochemical energy storage, heat and cooling energy storage, waste or surplus heat recovery, grey water recycling and water extraction from nature, security of energy supply, autonomy of units, modularity of units, modularity of energy and information-exchange interfaces, self-diagnosis and self-healing of microgrids and devices, redundancy in energy supply infrastructure, connectivity of different energy supply systems, information security, and waste management,
      • Individual buildings: Reduction in energy consumption for heating and cooling of the spaces within the whole building, speed and ease of erection, reconfiguration or removal of the building, flexibility of the building (change of function if necessary), low noise pollution from living in the building, fire safety in the building, ensuring the quality of the building’s microclimatic conditions, provision of illumination and adaptability of lighting in the different spaces of the building, independent supply of energy for living.
      • Components: Compact design of devices, minimal heat-loss operation, quick and easy installation and removal of devices, flexibility (universality) and interchangeability of devices, reparability in cases of failure or damage, silent operation of devices, fire safety of devices, connectivity and possibility of parallel operation of devices, resistance to electromagnetic influences and low electromagnetic radiation of devices, protection against environmental influences
    • Development of the SmartEEC concept

      • (classification of camps by purpose, impact of functionality on specific requirements and use of the camp site)
    • SmartEEC development strategies
      • (supporting missions as a key development orientation for 10 years, supporting the innovation environment in defence with key defence stakeholders and actors (comprehensive substantive and financial support to the innovation process, sources of (co-)funding throughout the innovation process), supporting human resources development in defence, supporting networking and internationalisation, supporting strategic networking of stakeholders in the framework of the SiEnE partnership)
