In September 2023, partners of the RDI project HibroM visited a temporary camp of the Slovenian Armed Forces (SAF) to familiarise themselves with current energy supply solutions for deployable camps.

The SAF set up a temporary deployable base in Mežica as a starting point for aiding in disaster relief following this year's August floods in the Mežica Valley. In the event of large-scale storms and other disasters, the rapid and straightforward setup of temporary accommodations and the reliable functioning of devices is critically important for protection and rescue. This is especially true in providing essential utilities such as electrical and thermal energy, water, and other life-essential supplies.

A constructive discussion took place between project partners and SAF experts, who are also end-users of different solutions in the bases, about the shortcomings of existing solutions and desired improvements. The project partners will develop these solutions within the RDI project “HibroM: Development of Hybrid Mobile Microgrid for Deployable Dual-Use Camps” framework.

The two-year RDI project HibroM, funded by the Slovenian Ministry of Defence (Si MoD), commenced in August 2023. It addresses the identified needs of the Si MoD, the SAF, and the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief for improving the energy supply of temporary deployable dual-use bases.

Climate experts predict an increased frequency of such natural disasters in the future, similar to the catastrophic floods in Slovenia in August 2023. Therefore, the timely response of the state to any new emergencies resulting from environmental and climate changes is of utmost importance.

This is also one of the reasons why the Si MoD is funding the development of new solutions within the HibroM project, aimed at enabling a quicker response from the SAF and the Civil Protection Service, and providing more reliable energy supply for target groups in the event of new emergencies or disasters.

The aim of the HibroM project is to develop a new and innovative integrated system for the rapid establishment of a functional, intelligent and managed microgrid in the field. The integrated system will consist of deployable solutions such as a hybrid diesel generator with energy storage capability, a battery-based electricity storage system, a smart distribution box, and a smart microgrid with a digital twin and dynamic consumer and resource management.

The newly developed solutions will enable quick on-site system deployment, reliable operation, seamless IT interconnectivity, and a reduction in carbon footprint through the use of new alternative energy sources, as well as a decrease in dependency on fossil fuels.

Continuous coordination between consortium partners, the client Si MoD, and users from the SAF and the Civil Protection Service during solution development and project activity execution is crucial for ensuring an end solution that is environmentally and user-friendly.

Therefore, similar events for presenting progress and exchanging experiences among development partners and SV users will become a standard practice in projects managed by TECES and the SiEnE partnership.
